In accordance with the Sino- Equatorial Guinea exchange of notes, this is an interest-free loan project included in the economic and technical cooperation agreement signed by two governments on May 4, 2005.

Located in Bata, Equatorial Guinea, the project consists of an office building, including auxiliary houses such as equipment room. This is a three-floor building with a total floor area of 4650m2. Constructing from April, 2007, CNEEC successfully finished the design project through design inspection, preliminary design and shop drawing. At present, the capping of the building has been finished and the whole project is expected to be finished by July, 2009.
