
To implement the outcomes of the 2024 Summit of the Forum on China-Africa Cooperation and promote the group’s high-quality development in Africa, Zhang Xiaolun, Party Secretary and Chairman of China National Machinery Industry Corporation (Sinomach), led a delegation to Madagascar for survey and research tour from July 23 to 25. He was accompanied by Wang Bo, Assistant General Manager of Sinomach and Party Secretary and Chairman of China Machinery Engineering Corporation (CMEC). As a key member of the group’s energy engineering sector, China National Electric Engineering Co., Ltd. (CNEEC), joined the delegation and participated in relevant activities.

During the visit, Zhang Xiaolun met with Madagascar’s President Andry Nirina Rajoelina and had in-depth discussions with senior government officials on key areas such as agricultural modernization, infrastructure construction, and energy transition. During the meeting, Andry Nirina Rajoelina expressed his hope to draw on China’s development experience and strengthen exchanges and cooperation with Sinomach in agricultural modernization, infrastructure, and industrial development, thus advancing national development and revitalization and delivering tangible benefits to the people.

During their stay in Madagascar, the CNEEC team briefed Wang Bo on the company’s market presence and project progress across key African countries. Wang Bo acknowledged CNEEC’s business progress in Africa and offered clear requirements for further work in conjunction with the group’s overall strategy.
Wang Bo called for thorough implementation of the “three-new” work philosophy by making three requirements. The first is to optimize the market footprint, create more strategic room for maneuver, and avoid risks of over-concentration in a single region. The second is to concentrate on areas with clear competitive edges such as waste-to-energy and aftermarket services and enhance differentiated core competitiveness through continuous development. The third is to make an overall plan for resource allocation, coordinate design, finance, and supply-chain resources, and enhance comprehensive capabilities of overseas business. Wang Bo also emphasized the need to systematically plan international business based on local conditions, increase risk management awareness, introduce innovative financing mechanisms, and deepen third-party cooperation, all for ensuring high-quality project delivery.
As the group’s backbone in energy engineering, CNEEC has actively responded to the Belt and Road Initiative and the group’s strategy in recent years to explore the African market and create differentiated professional strengths in green energy segments such as waste-to-energy and hydropower. This trip to Madagascar underscored Sinomach’s high attention to the African market and injected strong momentum into CNEEC’s further expansion of Madagascar and French-speaking African markets. CNEEC will act on the strategic vision of both Sinomach and CMEC and leverage its expertise in energy engineering to facilitate local energy transition and sustainable development and contribute more to China-Africa green cooperation and high-quality joint construction of the Belt and Road.
